How do I format a cell to count hours, in a cumulative fashion, in order to meet a minimum hours per week?

Thank you for your question and welcome to the forum.
Would using the SUM function work? If the hours are entered in as numbers, e.g. you might have a series of entries 1, 2, 1, 1, 2 etc - couldn't they be added up using =sum(cell range)?
