It was great to meet you yesterday. Thank you for your question and welcome to the Forum.

The WBS modeler can be downloaded from the Microsoft website. It appears that there is a version only for 2010 or 2007. Check which version you have then follow the appropriate link. Let me know how you get or if you have any further questions.

For Visio 2010

Thank you for your question - yes I believe it does work with 2003 but I'd test it first as it's not something I have tried. Test it out on a small example to make sure it produces output that is useful for you.
