Thank you for your question.

Not all images in the clipart gallery are editable, the images that generally allow you to edit them are the WMF files, you can identify which images are WMF by hovering your mouse over the image, the screentip will identify the file type.

Once you have your image, right click on it, select Group and then Ungroup (from the sub menu.)
You should now be able to select individual elements of the image and using the Drawing Tools tab on the Ribbon to format the image to your own preferences.
