Can I publish a newsletter using Dreamweaver 8 and how often can it be updated?

You sure can!

I'd recommend designing a template first, with all the sections on the newsletter you are going to write on each period.

Then, whenever you want to issue a new version of the newsletter, you simply start a new file based on the template. This way, you can keep an archive of each newsletter online. One newsletter = one page on your site.

You can issue a newsletter at whatever period you like. Daily, Weekly, Monthly etc.

I'd also recommend naming your files with the Year Month Day format, like this: 2007-12-03.php

This way, when you sort your files, they will always be in order. (if you name files Nov07.html what happens when you get to next year? The files will be in alphabetical order by month, and it will be harder to find the latest file).

Another tip is to save a copy of the file of the lastest newsletter and overwrite all the text as required - this way you can also see what was in last period's newsletter, and may even remind you to report on something that needed following up from last time!
