What is the most efficient way to get a snapshot of project status across 25 separate projects and the best way to set up the tracking database?

thank you for your question. One approach might be to create a separate file for each project. Then create a new blank project which will act as an overview of all your project files. In the blank project go to the file menu and choose insert project... choose the first project to add to the plan and click on OK. The Project appears as a folded up summary task.

In the next row repeat the process. Once you have added all of your 25 projects save your overview document. Please note that the overview file shows live data from the sub projects. If you make a change to a task in the overview the linked sub-file is also updated.

Tracking is facilitated by saving a baseline. In each of the sub project files save the baseline (tools > tracking > save baseline).

The baseline shows the schedule you agreed when the project begins. Your live project is overlayed with the baseline so you can see any variances. One place to see the baseline is to switch to the Tracking Gantt View (view > Tracking Gantt)
The baseline is shown below the live plan.

MS Project tip:

Avoid Accidental Constraints

The initial default table is the Entry table. Enter a task name and duration, but do not enter start or finish dates. Form the plan using links, predecessors. Typing dates introduces constraints. To remove these constraints, double click on a task, and on the Advanced page of Task Information set the constraint back to As Soon As Possible (all other options are there too.)
