VLoopup not picking up data

Hi,

I'm trying to do a Vloopup nested in an if statement, however I keep getting a #N/A result for it. It seems like the VLookup is not picking up the data for some reason I cannot figure out for the life of me why its not doing it. Please could you take a look if I gave you a spreadsheet and advise?
