Yes you can.

In OutLook we have a database where we can store our contacts. You just need to select the option CHOOSE FROM OUTLOOK CONTACTS from the SELECT RECIPIENTS list.

This will bring you to your contacts which you can filter as it was from an Excel worksheet or another database.
