what are the 3 basic measurements of calculate project estimates.

Thanks for your question. Three variables that assist in calculating variance are:

EAC - estimated at completion (Actual cost of work performed plus estimated cost of remaining work)
BAC - budget at completion (baseline)
VAC - variance at completion (BAC-EAC)
