Thank you for your question.

If you go to VIEW, then Master and then Slide Master. use Word Art to produce the Draft text and position where you want it on the slide. Right click over the Word art and choose Format Wordart.

The text you create on the Slide master will apppear on all slides apart from the Title Master.

Change the fill colour if you need to and the line colour and then set the transparency level down to between 80 and 95%.
